§10.11 Accounting of Time Accruals and Hours Worked
(a) The State shall prepare and distribute to employees forms for
maintaining leave records on a self-accounting basis. Employees shall be
advised of the leave accruals to their credit on official records at least once
each year, but no less frequently than was the case as of March 31, 1982.
(b) Employees are required to keep daily time records showing actual
hours worked on forms, or on an electronic or mechanical timekeeping
system, to be provided by the State, subject to review and approval by the
employee’s supervisor.
§10.12 Written Requests for Leave
An employee shall be entitled to a written response, within six working
days, to his or her written request for the use of any leave credits and if
denied, a written reason shall accompany such denial. Each facility shall
indicate one or more management designees to whom an employee may
appeal the failure to receive a written response after four days following
such request. The designee shall ensure a response within two days of
appeal. Provided, however, that requests for vacation time off submitted
pursuant to Article 10.4(b) shall be responded to through procedures
developed in accordance with Article 10.4(c). This provision shall also be
applicable to written requests for holiday time off submitted in accordance
with Article 10.1, subject to local agreements reached pursuant to Article
10.1(c).
(a) To assist in the scheduling of such time off, departments, agencies,
institutions or other local operating units may establish an annual date or
dates or period or periods by which or within which an employee must
request such leave in order to have his or her seniority considered.
(b) The identification of such date or dates, or period or periods is an
appropriate item for discussion in the labor/management forum.
(c) Within 60 days of the execution of this Agreement, designees shall be
identified as provided for by this section.
§10.13 Absence-Extraordinary Circumstances
An employee who has reported for duty and, because of extraordinary
circumstances beyond his or her control, is directed to leave work, shall not
be required to charge such directed absence during such day to leave
credits.
