conditions may be most hazardous for female attendants.

            (b) On all female services in the Department of Mental Hygiene, every

         effort will be made to have at least one female attendant in attendance.
         §15.13 Communicable Diseases

            (a) If a patient has been diagnosed or is pending final diagnosis for a
         communicable disease, a visible indicator will be placed on or near such

         patient’s bed. Such  indicator shall state what general precautionary
         measures are to be taken.

            (b)  At the State’s expense each department or  agency providing the
         delivery of client  care services shall maintain policies consistent with

         acceptable medical practices that provide for testing and immunization of
         employees regarding exposure to Hepatitis B.

            (c) HBV Testing
            The State will offer HBV antibody testing prior to administering the HBV

         vaccination series to experienced health care workers. Employees who are
         found to have adequate levels of HBV antibodies will be counseled that

         HBV vaccination is not necessary.
         §15.14 Working Conditions

            (a)  The State agrees  to  restrict insofar as possible the scheduling of
         routine  outdoor  work where  the ambient outdoor temperature  is zero

         degrees or below. During the  term of this Agreement there  shall be  a
         statewide labor/management  subcommittee  on working  conditions to

         consider issues relating to internal  and  external  environmental working
         conditions. Specifically such issues as the need for ventilators, heaters, fans

         or similar devices impacting  on environmental conditions shall be

         reviewed.
            This committee will administer $50,000 of the monies appropriated and
         provided for in Article 14, Employee Development and Training, for each

         year of this Agreement.


         Article 16
         Credit Union Space

            The State agrees to grant to credit unions of State employees occupying

         space in office buildings of the State on April 1, 1973, the use of their
         existing space without rental or other charge during the continuance of their

         services as  such credit  union and during the State’s occupancy of the
