           submitted by CSEA.


           Article 27

           Distribution of Overtime
             §27.1 Available overtime shall be distributed equitably among qualified

           employees who normally do such work under the supervisor responsible for
           assigning  the overtime involved unless none  of such employees are

           available. Such distributions shall be made on a rotational basis. Deviations
           from rotation shall only be made in the case of sudden emergency, in which

           case the employee receiving the overtime shall go to the end of the rotation
           list; provided,  however, that the authority granted by this section shall not

           be abused to avoid equitable rotation.  The initial rotation list shall be set
           up on the basis of seniority. Refusal of overtime shall be treated as overtime

           worked for the purpose of placement on the rotation list.
             §27.2  In  the  event  an available employee is skipped when  available

           overtime is distributed among qualified employees who  normally do such
           work under the supervisor responsible for assigning the overtime involved,

           the employee skipped shall be allowed to work the next available overtime
           equivalent to the amount of  over-time worked by the employee for whom

           he or she was skipped.  The overtime  rotational  list  shall  not  be  used  for
           subsequently  available overtime until the  skipped employee has  had  an

           opportunity to work overtime in the amount equivalent to the amount the
           employee would have worked had the employee not been skipped.

             §27.3 A record of employees who have worked overtime shall be updated

           on a weekly basis and shall be posted at each work location as defined by
           mutual agreement  at  the agency  or  local level  unless such posting  is
           mutually determined to be unnecessary. The posting shall include date of

           overtime worked, name of employee who worked overtime, and the number

           of hours worked.
             §27.4 For the purpose of earning and payment of overtime compensation,
           an absence  charged to  sick leave  accruals during a work-week shall  be

           treated as follows:

             (a) when mandatory overtime is worked, a scheduled absence charged to
           sick leave accruals is time worked;

             (b) when mandatory overtime is worked, an unscheduled absence charged
